Fill a bowl with warm water and salt to create brine. Using a spoon, stir to combine until most of salt is absorbed before adding chicken breasts to bowl.
Remove the chicken breasts from the brine, rinse them in cold water, then pat them dry with paper towels.
Then, in a small bowl, mix together all of the spices until well-combined.
In a large bowl, combine the chicken breasts, avocado oil, and about 3/4 of the spice mixture.
Toss together the chicken and the spices until they're fully coated.
Transfer the chicken to a baking pan and spread some cream cheese on top.
Arrange the sliced mini peppers on top of the chicken.
Sprinkle the remaining spice mixture on top of the peppers.
Sprinkle some shredded mozzarella cheese on top of the peppers.
Transfer the pan to the oven to bake until the chicken is cooked to an internal temperature of 165 degrees. Then, move the oven rack to the highest rack, turn on the broiler, and broil until the cheese on top is golden and bubbly.
Remove the pan from the oven, top the chicken with green onions, sour cream, and salsa, then serve.
